This register is held in this browser and nowhere else. Nothing here has been uploaded, and a seal struck on this machine is invisible to everyone else, including us. A shared register needs somewhere to share it from, and that does not exist yet.

A seal is a record that a secret was destroyed into shards at a particular moment, carrying the scheme it was destroyed under and the length of what went in. It does not carry the secret, and it does not carry the shards. It is a note saying that something happened, and it is deliberately useless for finding out what.
The register is the part of this that wants to be public and cannot be, yet. Held in one browser it is a diary. Held somewhere every holder can see it, it becomes the thing that makes a quorum possible: a place to discover that you are one of eight, and that three others have already turned up.
